What Is the PACT Act?
The PACT Act stands for the Prevent All Cigarette Trafficking Act. It was originally signed into law in 2009 to stop USPS from delivering cigarettes and smokeless tobacco directly to consumers. In December 2020, Congress amended it to include all Electronic Nicotine Delivery Systems (ENDS), covering every vaping product sold online. The amendment took effect on March 27, 2021.
The amendment, formally titled the "Preventing Online Sales of E-Cigarettes to Children Act," redefined "cigarette" to include vaping products. This means the full weight of the original PACT Act now applies to every disposable vape, vape juice bottle, and vaping device sold or shipped online in the United States.

How the PACT Act Affects Your Order
Shipping Carriers
USPS, FedEx, and UPS no longer carry vaping products. We ship through compliant carriers that follow PACT Act guidelines.
Adult Signature Required
All vape deliveries require a signature from someone 21+ with a valid government-issued ID. This applies in every state, no exceptions.
State Excise Taxes
Certain states require excise tax collection on vape products. If applicable, the tax is automatically calculated at checkout based on your ZIP code.
New Package Labeling
Packages now include a required federal compliance sticker disclosing excise tax obligations and licensing requirements under federal law.
Shipping Restrictions
We can only ship to states and cities where vape mail is permitted. If your area is restricted, an error will appear at checkout automatically.
You Can Still Shop With Us
Vaping products are not banned. The PACT Act adds compliance requirements, but West Coast Vape Supply remains open and fully operational.
